Two documents govern the whole system.

The General Policy Statement sets construction and design standards. Chapter 140 of the Saint Paul Legislative Code regulates conduct, hours, safety, and enforcement.

Chapter 140 defines skyway space as “easement area” — easements granted to the City for pedestrian ingress, passage and egress. That is the premise of this whole library: the corridor is public because these documents say so.

The skyway is already public — by easement. These are the easements. The petition asks the City Council to begin reclassifying the corridor as a linear park.
