Every bridge in the Saint Paul skyway system exists because of an easement agreement — a legal document that defines who maintains it, who can use it, and what happens if they disagree. The City holds those easements. That is what makes the skyway public, and it is why we are collecting every one of them here, so anyone can read what they say.

The General Policy Statement sets construction and design standards. Chapter 140 of the Saint Paul Legislative Code regulates conduct, hours, safety, and enforcement.
Chapter 140 defines skyway space as “easement area” — easements granted to the City for pedestrian ingress, passage and egress. That is the premise of this whole library: the corridor is public because these documents say so.
